New Zealand’s Regulation of Cosmetic Products Containing Nanomaterials



This paper, in the Journal of Bioethical Inquiry, evaluates the proposed amendments to New Zealand’s Cosmetic Group Standard relating to nanomaterials in cosmetics


The amendments are unique in that they both: make specific mention of nanomaterials; and, propose introducing labeling requirements.

The paper notes that few jurisdictions have adopted mandatory labeling for products that contain nanomaterials. Nanomaterials are, however, increasing being used in cosmetic products, and there are concerns that they could pose potential human and environmental health and safety risks. 


According to the authors, “The use of nanomaterials in consumer products provides another opportunity to explore the efficacy of labelling as a regulatory tool. The challenges are heightened for products containing nanomaterials due to the difficulties in defining the term ‘nano.’”
